Not sure what it would cost for a single dev. Our free PowerPoint plugin enables you to embed interactive, animated 3D PDFs into your presentation in one click. PDFTron seems like a decent option, and supports PDFv1.5, adding layers functionality which may be useful. acquire a more extensive pdf library (or write the code yourself), 'The wait operation timed out.'
